Pnrr and the fight against early school leaving, FLC Cgil: “In Puglia 66% of schools excluded”

The note of the Flc Cgil Puglia: “it is essential to hire staff and have adequate facilities”

BARI – The behavior assumed by the Ministry of Education is very serious, which, in allocating the first tranche of PNRR resources to reduce early school leaving to 3,198 schools across the country, adopted distribution criteria, at least , questionable both in terms of merit and in the method inspired, most likely, by a poorly concealed intention of union disintermediation. Thus in a note the FLC Cgil Puglia.

In Puglia there are 212 schools identified (34% of the total) (68 in the province of Bari, 24 in Brindisi, 49 in Foggia, 36 in Lecce and 35 in Taranto) for an amount of € 43,131,439.89.

At the level of merits

We note, first of all – the note continues – that the result of this decision in Puglia leaves 66% of schools excluded from funding. Certainly, the FLC CGIL considers the objective of contrasting the dispersion and overcoming the territorial gaps a priority, but it cannot fail to denounce the danger of proceeding using the results of the Invalsi tests as a criterion, despising, in fact, the role that the whole school staff play with passion. and dedication. INVALSI tests over time have transformed their vocation from the administration of sample tests (sample evaluation) to the evaluation of the national school system to standardized tests of a predominantly census nature aimed at measuring and certifying individual competencies. of pupils and students, women. students, in the evaluation of individual centers and, indirectly, also of teachers, also neglecting that the standardized nature of the measurement tool adopted conflicts with the infinite variety of cases that make up the measured reality .

The confidence placed in standardized tests then reaches paroxysmal, if not pathological, levels when we consider that, at the direct proposal of INVALSI, a type of early Italian early school leaving is defined as “implicit or” hidden dispersion. “with which students who” have graduated from high school but without having achieved the basic skills required “are identified, as stated on the INVALSI website which, in this way, operates an invasion of the area towards teacher evaluation of the teaching activity of the class council, in addition, much more complex than a simple impromptu survey that has already caused great damage in the distribution of the first tranche of PNRR resources aimed at reducing “explicit” early school leaving.

As for the method

The issuance of the provision (Ministerial Decree 170 of June 24, 2022) occurred without the required union information: the FLC CGIL first requested the activation of an urgent meeting and, in the absence of a response, proceeded afterwards. to the legal notice. for lack of information to convene the trade unions to agree and examine the DM 170/22 that has just been approved and assess the modifications and additions.

What is really needed against early school leaving

In order to combat dispersal and overcome territorial gaps, on the other hand, structural and non-specific interventions are needed to improve the national education system as a whole. For this reason, the training of staff, the possibility of intervening in smaller class groups, the stability of staff, the provision of didactic learning environments and laboratory assistants are indispensable for a pedagogy of inclusion and functioning.

The role of the region

At this point, it will be appropriate for the regional project “Puglia scuola +” in progress for the next school year to intervene mainly to rebalance the situation through the allocation of regional resources (25 million euros of funding are provided as a priority to the ‘Apulia). I cycle schools, in fact excluded from the ministerial forecast. And not by chance, as FLC CGIL Puglia, we have repeatedly asked Councilor Leo that the Region take steps to reach an agreement with the ministry so that the recognition of the service performed as useful service for the recognition of the score to the teachers and staff of Ata involved in the activities of the project, as happened in the past with the project “Rights at school”.
