Universal aid for only child, from January 2022 applications: the guide, from requirements to applications

As of January 1, 2022, applications are open for the new measure that will replace deductions, family allowances and all other welfare measures for families with children.

Officially, universal child support will begin in March 2022. Applications for the new support tool for families with children can be submitted from 1 January.

Everything is therefore ready for the great revolution introduced by the government that was to begin last July. We analyze in detail how the measure works, who the beneficiaries are, which children will be charged the new subsidy and how the application will be submitted.

The universal child allowance, the measure of a glance

The single universal subsidy for children will be paid by the INPS at the request of those concerned. These are families with children up to 21 years old dependent on their parents. The universal child allowance is the measure that will replace the deductions for family expenses related to children, allowances per family unit, bonuses for children (Bonus Baby, Bonus Mamà Tomorrow). With regard to deductions and allowances, only those referred to the spouse or other dependent relatives will remain.

From the point of view of the amounts these change according to the ISEE. In fact, in order to apply for universal aid, except in the case of disabled children, it is necessary to have a valid ISEE. Since the applications start next January and the ISEE and its current DSU (Single Substitute Declaration) expire in December 2021, to apply for the new instrument you must first submit a new DSU for the ISEE.

Universal aid for children, requirements

Presence of dependent children up to 21 years old but not only. The requirements to access the universal aid are linked to the economic, income and patrimonial situation of the applicant family, that is to say, to the Indicator of equivalent economic situation, only by the amounts and not by the right. In fact, control depends on everyone with no Isee limits. These limits, in turn, affect the quantities, which naturally vary depending on the pre-established Isee values ​​we will see later.

In the meantime, it should be emphasized that the measure is the prerogative of citizens:

  • Italians;
  • Foreigners from an EU Member State;
  • Non-EU foreigners with the right of residence or with the right of permanent residence;
  • Non-EU citizens with a long-term residence permit (old residence card);
  • Non-EU foreigners with a work or research permit lasting more than six months;
  • Foreigners residing in Italy for at least two years.

Therefore, residence and domicile, including taxes in Italy, are necessary to have access to the single child allowance.

Minors and adult children up to 21 years old, what are the differences in terms of individual help?

All children under 18 are covered by the universal subsidy. The situation is different for adult children, those between 18 and 21 years old. The latter must also be, alternatively:

  • university students;
  • Struggle with school training courses;
  • Enrolled in vocational training courses;
  • Struggling with internships, including paid internships, but with an income of less than 8,000 euros per year;
  • Workers with incomes below the threshold of 8,000 euros per year;
  • Unemployed people enrolled in employment centers as job seekers;
  • Fight with the civil service.

As expected, a separate discipline for children with disabilities. In addition to the ISEE, which is not required for children with disabilities, age does not count for children with these health issues. The universal attendance benefit is always due and for disabled children. It should also be remembered that the universal benefit also replaces the Mamma Domani bonus, which can also be received by a family with a pregnant mother and from the end of the seventh month of pregnancy.

Universal Single Pass for children, strip amounts per band

As expected, the income and equity component of a family unit affects the amounts of universal aid. Another thing that determines the amount of the benefit is the degree of disability of the child.

For children up to 18 years of age, the amount of the universal aid for each of them is equal to:

  • 175 euros per month (Isee within the threshold of 15,000 euros);
  • At a scale of 175 to 50 euros per month (Isee above 15,000 and up to 40,000 euros).
  • 50 euros per month per child with Isee over 40,000 euros.

For families with three or more dependent children, the amounts are increased for all children (including the first two) up to 85 euros for the first tranche Isee (up to 15,000 euros), from 85 to 15 euros for the second stretch. and 15 euros for the third and final stretch.

Increases are also expected depending on the severity of the disability for minors with disabilities. This surplus is equal to 105 euros per month more for disability with the absence of self-sufficiency of the disabled. For the severely disabled, on the other hand, the monthly increase is 95 euros, while for the average disabled it is 85 euros. For disabled adult children, on the other hand, the increase is equal to 50 euros per month, but only up to 21 years. However, for disabled children over the age of 21, the benefit is paid to the extent of:

  • 85 euros per month (Isee within the threshold of 15,000 euros);
  • To climb from 85 to 25 euros per month (Isee above 15,000 and up to 40,000 euros).
  • 25 euros per month per child with Isee over 40,000 euros.

Surcharges are also provided for families with both working parents (30 euros more per month for each child) or for families with four or more children (100 euros per month in total). Finally, with young mothers (under 21), an increase of 20 euros per month per child.

Unique Universal Verification, as the application is submitted to the INPS

Therefore, the subscription must be paid at the request of the INPS. The application can be submitted from January 1, although, as mentioned, you must first take precautions with the ISEE. It is therefore necessary to first present the Single Substitute Declaration, which is the preparatory document for the issuance of the ISEE by the INPS. Universal check requests will not be accepted without a valid ISEE. For the ISEE it is necessary to present the DSU by means of patronage or with its credentials for the access to the telematic services of the INPS, later through Spid (Public System of Digital Identity), through Cie (Electronic Card ) or through Cns (National Services Card). .

The same tools also apply to applying for a universal child allowance. It should be remembered that the checks last for 12 months and must be requested every year. As collection begins on March 1, the 2022 application will be valid from March 2022 to February 2023.

In any case, the grant starts from the month following the submission of the application, provided that the application is accepted. It must be the parents (or one of them) or the person exercising parental responsibility for the minor children, to submit an application to the INPS. The peculiarity of this new tool is that children can also apply directly, but always adults who can also ask the INPS for direct payment in their name of the part of the bonus due.
