In the first webinar of the course, Laura Donà spoke about the figure of the Technical Manager in the school system, of the areas of reference, of the technical-inspection function, of the activities of inspection and verifications. These are some of the topics covered during the live broadcast.

Technical manager: who is it?

The technical director is a support figure in the Italian school system which operates on actions to promote and accompany innovative processes, regulation of school systems, monitoring and control.

It requires professionalism that involves skills:

– analysis-study and follow-up of the strategic actions that the Ministry implements at institutional and system level.

Technical manager: the inspection function

The inspection function contributes, in accordance with the guidelines of the Minister of Public Education, and within the framework of the general rules of education, to the achievement of the purposes of education and training entrusted to schools and educational centers. . It is carried out by central and peripheral technical inspectors.

The ithe central technical inspectors operate at the national level and the peripheral technical inspectors at the regional or provincial level.

He the technical inspectors contribute to promote and coordinate the activities of updating the direction and the teaching staff of the educational centers of all the levels.; formulate proposals and opinions on teaching and examination programs and their adaptation, the use of teaching aids and learning technologies, as well as the experimental initiatives they coordinate: they can be heard by the provincial school councils in relation to the its function; they carry out technical-didactic assistance activities in favor of the school institutions and attend to the inspections ordered by the Minister of Public Education or the director of education.

He Technical inspectors also carry out study, research and technical consultancy activities for the ministergeneral managers, heads of central services, school principals and study directors.

At the end of each school year, the inspection body prepares a report on the general evolution of the school activity and services.

In the new framework of the school system, the inspection function deserved a special reconsideration, in 2003, with the reform of the central and peripheral school administration. the figure is revitalized with the “Technical Managers”. The role of “Technical Inspectors” (central and peripheral) is removed e the technical managers are located in the second section of the ministerial directionunder the functional dependence of a head of department or director general of the MI, as required by Presidential Decree 319/2003 and the subsequent Organization Regulations of 21 December 2007.

Within the framework of autonomy, the inspection activity is shown as a fundamental tool for the knowledge, evaluation and improvement of the different educational centers, variously committed to the performance of increasingly important and complex functions. The professionalism of the technical manager is aimed at identifying and resolving anomalies, inefficiencies and dysfunctions, effectively contributing to the improvement of school service.

Becoming a Technical Manager: the inspection body of the DPCM / 2020

Made up of technical managers who perform the function of inspection-technique;
• It is placed in a position of functional dependence of the head of department of the education and training system at the central and peripheral level by the directors general of the USR;
• It has a national coordinator who is also in charge of the technical secretariat of the State Examinations (DPCM n.16666 of 30.09.2020) and regional coordinators;
