how will future school entry work and what is expected of the precarious?

On 29 June, Parliament finally approved Legislative Decree 36/2022. The Transformation Law -Law 79 of June 29, 2022- is published in the Official Gazette. Also in this link it is possible to download the coordinated text (articles of interest are 44-45 and 46).

The new contracting system is structured in 3 stages:

  • enabling path of initial training of 60 CFU / CFA
  • national competitionconducted at the regional or interregional level with written and oral tests and assessment of grades
  • trial period in service for one year with final test and conclusive evaluation.

Enabling paths, how will they be?

Structure: 60 CFU / CFA, of which 20 for internships and 10 for Pedagogy. Details will be defined in the DPCM to be issued in July 2022. The CFU / CFA will be in addition to those in the degree.

Recognition of 24 ECTS: will be possible, without prejudice to theobligation to perform at least 10 direct ECTS / CFA internships

When you can access: after obtaining the qualifications that give access to teaching (master’s degree or diploma of AFAM II level for teachers and AFAM degree or diploma for ITP), or during attendance at courses that allow them to obtain the same titles. Annexin any case, the qualification exam is accessed after obtaining the degree of access to teaching.

Reservation of places: in the first three cycles of the qualifying courses there will be a reservation of places (to be quantified) for teachers who have a valid contract in the relative competition class in a public, egalitarian and IeFP center.

Final test enabling path: there will be a written test, which will consist of acritical analysis of school practices, and simulated lesson.

Course delivery: with conventional methods and compulsory attendance: only 20% of the activities, with the exception of internships and laboratories, may provide for telematic methods. Each CFU / CFA internship corresponds to 12 hours in class.

Charges: will be borne by the participants, but the DPCM of July 2022 will define the maximum costs of enrollment in university and academic studies as well as for the realization of the final tests.

Funding for mentoring: reduced by those of the Teaching Card from 2024, up to 19 million from 2024 and 50 million from 2025.

Qualification of teachers specialized in support or graduates in another degree / competition class:

They will be able to reach ldegree through a course of 30 CFU / CFA of which 20 CFU / CFA of teaching methodologies and technologies applied to the disciplines and 10 CFU / CFA of direct practices. Expenses borne by participants.


Ordinary contracting system – fully operational from 1 January 2025:

You can access the competitions (which are held annually) if you have an access ticket + qualification.

The procedures that are extracted from the ordinary regime, are accompanied by 3:

1) Access with 3 years of service to the public school, in the previous five years, of which 1 in competition class. The winners of the competition will perform a training of 30 CFU / CFA (and not 60 mandatory), after signing a replacement annual contract and before being subjected to the annual probationary period in service which, if exceeded, determines thereal entry into the role.

2) Access with 30 ECTS as long as part of the credits are practical, measure valid until December 31, 2024. The winners of the competition will sign an annual contract and, subsequently, will be required to complete the initial university and academic training course, before completing the test year and any entry into service.

3) Access with 24 credits: Until 31 December 2024, those who have obtained 24 CFU / CFA before 31 October 2022 can also participate.

How will future competitions develop?

Written test: with open-ended questions about the discipline and teaching methodologies and techniques, aboutcomputer science and the English language.

Pre-selection test: can be scheduled until December 31, 2024

Oral examination: ascertains disciplinary knowledge, teaching skills onskill inteaching also through a specific test

Reservation for participants with 3 years of service: will be equal to 30% and valid for those who have attended public schools for at least 3 years in the previous 10 years. The reservation is valid for the competition classes or types of places for which the candidate has completed a service of at least 1 school year.

Classification of unqualified subjects: qualified contest winners will have preference over unclassified winners.

Support, what to expect:

Access to the contest of support places: with specialization

Access to specialization courses in support: until December 31, 2024 (hence fromVIII cycle of TFA support, because VII has already begun), in the specialization courses there will be a quota of places reserved for temporary and full-time teachers who have completed at least three years of service in the last five. state support. schools, equals and in the IEFP itineraries and that are in possession of theenabling. (The fee must be quantified).

New support procedures: Until 31 December 2025, in the event of exhaustion of the competition rankings and subordinated to the rapid call, a specific competition procedure may be set in motion for the support positions, the characteristics of which will be defined by the Ministry. The rankings of this procedure are integrated every 2 years and those included in it update the score.

Trial and training period:

Characteristics: the probationary period lasts one year, to pass it you must have completed at least 180 days of service and 120 teaching activities.

Final tests: a final test and evaluation by the director is foreseen, after consultation with the evaluation commission. In case of not passing the final test or negative evaluation there is a second test period, non-renewable.

Cancellation of other rankings and job: passed the final test and the positive final evaluation, the teacher is removed from any other ranking, by merit, institute or exhaustion, in which he is enrolled and confirmed in the position in the same center where he performed the test period. . The teacher is required to remain in the same center, type of place and competition class for three years, including the probationary period. For unqualified subjects, the period required to complete the qualifying training is added. Exceptions are made except in cases of surplus or dismissal or application of theart. 33, c. 5 or 6, of Law 104/1992, for events that occurred after the submission of applications for participation in the competition.

In any case, the teacher may submit an application for temporary assignment and use in thewithin the province of affiliation and may accept the assignment of substitute of lentire school year for another type or class of competition to which it corresponds.

Our observations:

LThe need for enabling training for secondary education is absolutely acceptable to us, but the system thus described provides for too many tests to be repeated in vain:

  • entrance and exit tests for the enabling courses
  • competition tests
  • final test oftrial year

We are facing an obstacle course, which if not simplified, will generate major dysfunctions in access to the role and hinder the stabilization of precarious workers.
