He Pnrr Education envisages a major investment to combat territorial gaps and early school leaving: 1.5 billion by 2026 to begin reversing course and counteracting a phenomenon we have been experiencing for many years. We put the most vulnerable at the center of our strategy with a specific intervention that will focus on our schools, to which we will allocate resources directly. A national plan divided into three different actions: el Beforewhich provides for an endowment of 500 million, for interventions in the age group between 12 and 18 years, the second dedicated to encouraging the attainment of a diploma by young people aged between 18 and 24 who have dropped out of school, third aimed at projects to improve basic skills and national projects in the most peripheral and fragile areas of cities and the country.
I signed the decree for the first tranche of 500 million. I would like to take this opportunity to clarify some aspects. The resources have been allocated directly to the centers, identified with objective and transparent criteria (including those indicated in the document of the working group of experts that we have set up in the Ministry) published in the decree: 3198 schools between first and second of primary. secondary, given the 12-18 year target of this action set by the European Commission. They are not funds distributed in the rain, but aimed at individual educational institutions that have recorded the highest rates of learning fragility, according to data from Invalsi: this makes it possible to speed up times with a more agile procedure and directly affect the most critical situationsbased on an endowment that provides for objective criteria at the regional level such as the early exit rate from the education and training system, the number of students, the presence of foreign students, the number of families and the education rates of the population. , and at the individual center level, the learning fragility rate calculated by Invalsi and the number of students attending.
Schools can act alone or online, with the aim of enhancing the basic skills of students and the most vulnerable students, counteract the dispersion with an integrated and inclusive approach, which adapts to the training needs of people, together with local resources, also by activating community education pacts. The projects, which must reach at least 420,000 students, begin next year and last for two years. The institutes can promote collaborative activities with the local community, enhancing synergy with the realities of the third sector, institutional and volunteering.
We are by the side of our schools all the way. We will soon give some guidelines, probably also using the indications of the ministerial working group, with objectives and methods to implement actions to combat dispersal. We will also provide support and accompaniment to schools and our school leaders through the Pnrr Support Group we are creating both nationally and at each regional school office. We ask schools to identify a working group to coordinate activities, with one or more reference teachers. We always want to guarantee dialogue and collaboration, providing guidance for the implementation and achievement of the objectives indicated by the PNR, for monitoring and reporting. It is a system action, in which each of us is called to do our part, to accompany the most fragile students on their path.
It will not be just this Plan to intervene to counteract the phenomenon of dispersion which, given its complexity, must be tackled with the whole set of PNR interventions. We have a specific program. Specific actions are also foreseen within the European Structural Funds (PON 2021-2027) with special attention to undergraduate schools, in order to guarantee absolute synergy with this specific action of the Plan which has its main objective in strip 12. -18 years. . Other measures of our PNR, first of all the reform of orientation and the one of the technical and professional institutes, contribute to the objective.crucial for our school and for the development of our entire country.
