Teacher training in special education and teaching: this is not the case!

“We express our strong concern about the secondary school teacher training. The law just passed, in fact, rightly reaffirms the will of an inclusive school capable of responding to the needs of people with disabilities and problems, and yet the modalities are unclear with which teachers can practically acquire the appropriate skills. We sincerely hope that these are provided for in the implementing decrees appropriate educational credits in special inclusive subjects»: This is what we read in a note published by SIPES (Italian Society of Special Pedagogy), in reference to the content of Law 79/22 that on June 29 converted Decree Law 36/22 (Additional urgent measures for the implementation of the National Recovery and Resilience Plan – PNRR) and in particular Article 44 of the standard (Initial and continuous training of secondary school teachers).

Without reservations, the concerns expressed by the SIPeS about the training of secondary school teachers are shared FISH (Italian Federation for the Overcoming of Disability), recalling in the first place that the recently approved Law 79/22 provides for the obligation of initial teacher training through the achievement of 60 University Educational Credits that are obtained immediately after graduation. Well, for a long time now, both FISH and SIPeS have been asking for a good part of these credits to be dedicated to pedagogy and special didacticsto avoid the delegation, for a long time, of the curricular teaching staff to support the teaching staff only for the implementation of the PEI, the Individualized Educational Plan of students with disabilities.
“Precisely this delegation,” said the FISH president once again Vincenzo Falabella – constitutes a violation of inclusive legislation who wants to participate fully in teaching also curricular teachers. This, in fact, has led to a significant increase in the demand for support hours, as without them students with disabilities would risk being left alone ”.

“Now,” Falabella continues, “despite the recent Law 79/22 reaffirming the will of an inclusive school capable of responding to the needs of people with disabilities and learning problems, the text of the law provides that only 10 Educational Credits need to be taken. it concerns pedagogy and didactics, so the risk is this those referring to pedagogy and special didactics reduce to a really insignificant number“.

“Therefore, we ask again the Government to intervene – concludes the president of FISH -, with the hope that the situation can be remedied when the Execution Decrees are issued, because otherwise school inclusion in secondary schools will continue being problematic, in fact, as experts. confirm, it will even run the risk of getting worse“.
