Promoted teacher training is one of the novelties of the reform published in the Official Gazette. In Article 44 paragraph 1, letter h, we read about the ongoing training of teachers.

The training is aimed at tenured teachers at all levelsis divided into three-year courses from the school year 2023/2024, includes the activities of planning, tutoring, support, guidance in the development of the potential of students aimed at promoting the achievement of specific school objectives and activities experimentation with new teaching methods and can also take place outside school hours.

Participation in the training activity is done voluntarily for most teachers, becoming mandatory only for contracted faculty as a result of contract adaptation. As a result of passing the required checks (intermediate, annual and final) aThe teacher is recognized as an economic incentive.

The government has made an estimate of the potential number of tenured teachers who, from 2026, after a three-year training cycle and after passing the final exam, can benefit from the occasional accessory remuneration element, not less than 10% and not more than 20% of the salary in enjoyment.

In this sense, according to Orizzonte Scuola, the government has formulated an approximate estimate of the number of potential beneficiaries of the measure of one-off ancillary contribution from 2026 to 2029.

The government plans to spend about 40 million euros in 2026 for 6,557 teachers who receive the one-off accessory at 15%. 85 million euros in 2027 for 13,934 teachers, 160 million euros for 26,230 teachers and 236 million euros for 38,689 teachers in 2029.

The recognition of this remunerative element is done in a selective and non-generalized way, based on the evaluations carried out by the different educational institutions.

Who will organize the courses?

  6. school inclusion in class with students with disabilities;
  7. continuity and training strategies and career guidance;
  8. improvement of skills in relation to student assessment;
  9. application profiles of the national evaluation system of educational institutions;
  10. digital teaching techniques.

Hiring teachers

Teachers with three years of service

Paid training

The PNRR also establishes a system of teacher training in service parallel to that provided for by the Renzi reform and which also includes the possibility of rewarding teachers. Participation will be voluntary and those who successfully pass a three-year course will be able to receive a cash prize.

To this end, a higher education school will be established with the aim of providing guidelines for the activation of reward courses for teachers. To finance the school, it was initially planned to cut the teacher’s letter, which was avoided in the reformulation of the text, at least until 2024.

The prizes for teachers will be awarded by the evaluation committee of the centers and based on the available annual resources.
