The resources devoted to education are equal 17,590 million euros (including “existing” projects), with 11 lines of investment, 6 for infrastructure and 5 for skills. The beneficiaries of the resources allocated to education, which will be allocated through public announcements, are the schools, ITS and the local entities that own the buildings with regard to the interventions of the school building.

The rest of the ongoing reforms

In compliance with the guidelines of the European Commission and EU Regulation no. 241/2021 all reforms will be adopted in 2022.

Reform of professional technical institutes

The reform aims align the curricula of the technical and professional institutes with the demand for skills that comes from the productive fabric of the countryin particular towards the production of innovation of the national plan Industry 4.0 and the deep digital innovation that takes place in all sectors of the labor market.

Orientation reform

The reform will begin guidance modules in secondary and high school centers (of at least 30 hours for fourth and fifth year students) and a digital guidance platform will be created for the tertiary training offer of universities and ITS. To put in synergy the educational system, the university system and the world of work it favors a conscious choice of continuing studies or subsequent vocational training and contrasts school dropout and the growth of grandchildren.

The reform also provides for theextension of four-year high school experimentation and technicianswith 1,000 more classes in so many schools (in addition to the current 100).

The reform will be approved in 2022.

Reorganization of the school system

The reform seeks to take action two strategic aspects: the number of students per class and the size of the school network.

The number of students enrolled in schools will decrease in the coming years due to low birth rates, which will lead to a reduction in the need for school staff: a scenario that offers the opportunity to rethink the organization of the school system.

The end result will be a reduction in the average number of students per class, to the benefit of the quality of teaching.

ITS system reform

The reform aims to simplify the organizational and teaching model, increase the number of institutes and membersimprove the quality of the connection with the network of entrepreneurs of the territories, in order to save the mismatch between labor supply and demand.

ITS, thanks also to collaborations with companies, universities, research centers and local entities, will be able to offer this route. increasingly advanced job-oriented higher degree coursesand for the training of technicians who manage highly complex systems and processes in six areas: energy efficiency; sustainable mobility; new technologies of life; new technologies for Made in Italy; innovative technologies for cultural heritage and related activities; information and communication technologies.

The full implementation of the reform, which will be adopted in the first half of 2022, is scheduled for 2025.

Reforms already implemented

Nursery and nursery

3 billion euros for Plan for kindergartens and nursery schools: the aim is to reduce the existing gap in early childhood education services and strengthen them throughout the territory in the 0-6 age range. This is how the 3 billion will be distributed: 2.4 billion for the 0-2 age group (55.29% of these resources will go to the South) and 600 million for the 3-5 year age group (40% for the South). This is the second tranche of a total allocation of 4.6 billion provided for in the PNRR for this chapter, thanks to which a total of 1,800 interventions will be created in school buildings and 264,480 new places to accommodate boys and girlsimproving the service offered to families to support, too, of female employment.

Innovative schools

800 million of euros for the Construction plan for 195 new schools to replace old buildings (40% of the resources will go to the South). They will be innovative schools from an architectural and structural point of view, highly sustainable and with maximum energy efficiency, inclusive and able to guarantee teaching based on innovative methodologies and the full usability of teaching environments. Once the areas for the construction of the schools have been identified, the Ministry of Education will launch a design competition.

School canteens

400 million euros for the reinforcement of the full day by increasing the school canteens (57.68% of the resources will go to the South). The endowment will allow to carry out some thousand interventions, building new spaces or redeveloping the existing ones.

Gyms

300 million euros (54.29% of resources will go to the South) to increase the supply of sports activities through the construction of gyms or the redevelopment of existing ones, for a total of 230,400 square feet to build or redevelop.

Guarantee schools

710 million euros for Security plan and redevelopment of schools (40% of the resources will go to the South): the Regions identify the Entities to be admitted to funding from the regional programs to ensure the security and redevelopment of the heritage of the existing school building.
