School, Di Meglio (Gilda): “Some teachers paid 7 euros per hour”

Every year the arrival of high school leads to talk about School, but rarely talk about the pillars of Education, the Teachers. In these hours of school reform, opposition and PNRR we wanted to hear about the renewal of the contract Rino Di Meglio, unionist and national coordinator of Gilda, the only teachers’ union.

Di Meglio, born in 1949, formerly a teacher, began his career as a trade unionist in 1992 as Gilda’s manager in his hometown, Trieste. Always committed to defending the rights of teachers, since 2014 he has also become general secretary of the CGS – General Confederation of Trade Unions, formed by: Gilda-Unams Federation, representative of the Education and Research sector; NurSind, representative of the Health sector; FLP – Federation of Public Workers and Public Functions, representative in the Central Functions sector.

Di Meglio, let’s start by commenting on the news these days about the errors in the Teacher Contest, no comment so far from the Ministry of Viale Trastevere, since many questions were unscheduled and poorly posed, in your opinion at this point is touch redefine scores?

Absolutely yes. The fact that the Ministry of Education has not been able to find people capable of formulating the questions correctly is a very serious symptom of cultural decline in our country. On the other hand, we cannot expect anything more from a political class that in recent decades has done everything possible to transform the school into a welcoming and ‘loving’ car park, while cultural institutions must be the time when the best education is cultivated. of future citizens. If the Ministry of Education does not respond, it may be advisable to contact the Prime Minister directly.

Another problem for teachers, in terms of high school rankings, between the problems posed by a competition held two years ago and the results we see today, is the impossibility of adding the new degrees obtained by teachers and participants who meanwhile have he continued to specialize.

It is absolutely normal in the history of all competitions in the Italian Republic that the qualifications that can be evaluated are those acquired on the date of publication of the call. Rather, the anomaly lies in the infinite duration of the contest. But certainly part of the responsibility must be attributed to the scarcity of resources that prevents competition commissioners from being exempt from service, as well as from paying them with dignity.

The Government has taken a step back in the Teacher’s Charter, also because the European Court has ruled on the matter, but it still violates EU law, which provides that training must be done during working hours and be remunerated. .

The maintenance of the teacher’s letter with respect to the initial forecast of a progressive cut is the minimum wage. In politics we are often reminded that slavery has been abolished and with it free labor. It is time to stop, then, to hope that training hours are almost always transformed for teachers into hours of unpaid or part-time service. Politics seems to have forgotten that piece work is a form of exploitation and when it comes to lump sum payment for the activity carried out by teachers it is simply a form of undecoratedly remunerated piece work, because in this way the ‘Administration evades the contract it offers. the stratospheric figure of 17.5 euros gross per hour (7-8 euros net).

Once again, with the arrival of maturity, everything is focused on the students, but little on the teachers and in particular on the support teachers who remain available even when the contracts expire. In this sense, why is it more difficult to train and stabilize support teachers?

Unfortunately, for many years the number of teachers specializing in support has been less than needed and this makes the number of temporary staff among their ranks extremely high.

The next important appointment for the renewal of the contract is on June 28 when there will be the meeting in Aran, what will you ask Minister Bianchi?

Minister Bianchi does not take part in the negotiating table, where union representatives and Aran officials sit instead. Nothing important will happen on June 28 because we are starting and we have yet to enter the normative part of the individual sections that make up the contract. Whatever the statement made by Minister Bianchi, given that the amounts available are those allocated to the budget laws of 2019, 2020 and 2021, equivalent to 3.8% of salaries, it is clear that with this availability, far of the simple increase in the cost of living. , there is very little that can be achieved. Only if the government decides to allocate additional resources in the coming weeks will serious bargaining opportunities open up.
