Even the PNRR’s substantive decree on the fight against early school leaving becomes a problem to be solved by Patrizio Bianchi: the decree published a few days ago was full of criticism from principals. Now even the experts appointed by the Ministry on this same issue are calling for a correction of the decree.
A few days ago, in fact, the announcement of the owner of Viale Trastevere: “We will take in hand those girls and boys who, very often for socio-economic reasons, have difficulty continuing their studies and therefore risk leaving early or, unfortunately, they do.“.
“More than 50% of the funds go to schools in the South where strong intervention and an injection of confidence are needed: we must stand by our young people and let them know that the state is not abandoning them. – add – It is a #PNRR action in which we firmly believe.
The decree, published immediately afterwards, provides, in fact, the criteria for allocating resources for actions to prevent and combat early school leaving in investment line 1.4, Mission 4, Component 1, of the PNRR.
The 500 million euros are distributed autonomously according to the following criteria:
a) early exit rate from the education and training system in the 18-24 age group (ELET index – Premature dropout from education and training): 65%;
b) number of secondary and high school students in the reference region: 20%;
c) attendance rate of the foreign population: 5%;
d) Rate of population without a high school diploma in the age group between 25 and 64 years: 5%;
e) Household rate of five or more members: 5%
The resources are then distributed among schools based on these criteria:
a) rate of learning fragility, the so-called “implicit dispersion” (percentage of students who obtained a very low result in both subjects, Italian and mathematics), calculated by Invalsi: 70%;
b) Number of students enrolled in the school: 30%.
The group of experts also challenges the decree
The protest of school officials was heard.
