The work of the committees of Constitutional Affairs and Culture of the Senate on the text “Conversion into law of the decree law April 30, 2022, n. 36, which contains other urgent measures for the implementation of the National Recovery and Resilience Plan (Pnrr) ”, which also contains articles dedicated to the definition of school reforms provided for by the Pnrr.

There are many critical issues in the basic text rejected by the government on April 13, which the members of the Commissions were called to amend and integrate in a short time, scheduling meetings only from June 7, also making use of the hearings and proposals from the world of school associations.

It was certainly not possible to change the overall structure of the articles relating to the education sector in the committees, but it should be noted that some progress has been made.

The committees of the Senate have introduced changes to improve the initial training trajectory of those who aspire to be teachers; the path reserved for precarious teachers in the transition phase has been better specified; the open-ended question method was introduced in the written tests of the competitions.

In addition, the mediation work of the commissions has made it possible to reduce the cuts presented by the government text: those planned for teachers are no longer added to those by birth rate, but only savings will be made due to the demographic decline. be used.

The text provides that continuing education will be aimed at full-time teachers at all levels, divided into three years from the 2023/24 academic year, and may also be carried out outside school hours. Participation in the training activity will be done voluntarily for the majority of teachers, becoming mandatory only for teachers hired as a result of the adaptation of the contract. Once the required tests (intermediate, annual and final) have been successfully passed, teachers will receive a financial incentive. A novelty, with regard to the recognition of diversified roles within the unique profile of the teaching staff, is the implementation in the office of reference of a system of training and permanent updating of the figures of the system.

Even the planned cut in the role of the teacher – which makes available to the teacher 500 euros per year for its own update – has been postponed until 2024 and the commitment of the Ministry of Finance to avoid the its end in the following years thanks to the provision of a coverage intervention in the next budget law.

For support teaching, a modification was accepted that introduces the possibility, until 2025, of hiring teachers indefinitely already in possession of the degree. Some solutions have been introduced for the qualification of teachers in private schools and for the implementation of the competition for teachers of religion, two teaching areas that urgently need a place to stabilize their position.

Finally, in the text approved by the commissions it was planned to allow -from the 2022/2023 academic year- the state schools in charge of the regency, with priority for those characterized by many classes, to make use of the exemption institution or the semi -exemption from teaching for collaborative activities in the exercise of administrative and organizational functions, within the maximum limit of one teacher in the case of exemption and two teachers in the case of semi-exemption.

A work of compactness between the majority parties that has allowed to achieve results, but that certainly lacks the objective of introducing an articulation of the teaching career, renouncing to define new roles and diversifications and to define a model of governance which school autonomies have a strong need today.

In addition, the articles of the provision relating to the education sector are affected by the fact that their wording was not shared from the outset with the wider school world and that they were included in an omnibus decree, with the short limitation of 60 days to conclude. the approval process in the chambers: these factors did not favor the discussion on the definition of a model of recruitment and training of teachers, their professional trajectory and a modern governance education at the height of the reforms also expected by Europe.

The decree is expected in the Chamber, in the Palazzo Madama, on Monday 27 June for approval, which will be followed by the passage in the Chamber, where it must be closed absolutely before 29 June. Then, from June 30, the new rules will be law.
