Monday, May 30, will not be a day like any other: for the more than 20,000 teaching and ATA workers in the province of Florence, as well as for all school workers in Italy, it will be a day off from work.

Given the premises, a high level of affiliation is expected: on Monday, May 16, there was a regional union assembly, held online in the morning, which was attended by about 5,000 people, while last Tuesday there was there was another, referring only to the Florentines. schools, held in the afternoon, with 200 participants.

We are therefore facing a broad and widespread reaction, which is increasing by the hour, mainly due to the publication of Decree Law 36/22 (published in the Official Gazette on 1 May) and the provisions on schools that These include: one on teacher training (and its supposed evaluation), the other on teacher recruitment.


The teacher training system designed by the Decree provides that, only in part thanks to PNRR funds, a system with the following characteristics is activated:

  • the training must be carried out strictly outside working hours, in the free time of school commitments
  • all teachers can do this, but only 40% of participants will receive a financial bonus, which is also ridiculous, after unspecified assessments.
  • the money from this bonus will be derived from the savings obtained by cutting 9,600 chairs.
  • The money to activate the training courses mentioned above will be deducted from the so-called Teacher Card, currently valid for permanent teachers for the purchase of books, enrollment in training and updating courses, digital tools and software for teaching.

This is a worsening re-proposal of Law 107/2015 (the so-called Good School), because at that time at least additional funds had been allocated, although for an operation also in that case deplorable and counterproductive.

In this case, a system is even introduced that “cannibalizes” the school itself, through a kind of “self-transfusion” of resources: to reward Few teachers, the school loses everything, with the most cut of the chairs (in addition to the rest of the funds already destined to the professors).


The new recruitment system we want to introduce is structured in four levels of selection (with continuous inbound and outbound tests, even through actual tests), comparable to an obstacle course that does not exist in any other category of workers. More than one precarious worker in recent assemblies has called it a “survival career” and others have judged it more extreme than a reality of survival.

Even more serious, this cumbersome and unnecessarily convoluted system will not even serve to reduce the “substitute”, because it does not provide a quick way to stabilize the army of historical precarious (those who have at least three years of teaching in public schools). ), without which the classes of our schools would be inevitably exposed. It should be remembered that for the province of Florence this year the places not covered by permanent staff amounted to approximately 2900, equivalent to a third of the total chairs of the Florentine institutes.


The strike was also called to demand the renewal of both the collective agreement for the three-year period 2019-2021 (now expired) and the 2022-2024, with the allocation of adequate resources to recognize the work of teachers and staff ‘ATA. . Just remember that for teachers, a teacher in Germany or the Netherlands, for example, is paid more than twice as much as an Italian worker (OECD data 2021) and another public worker with the same degree ( Degree). ) is paid with an average salary of more than 350 euros.

Among other things, for the unions, the renewal of the contract should also be an opportunity to regulate many other aspects, including the training itself, but in a serious and not improvised way as the Decree does.

For teachers and staff, in fact, training and updating are fundamental elements of professionalism, but they must be included in the working day -as is the case in the rest of the public and private labor sectors- or paid if they are worked overtime.


After many words made in the long months of the pandemic emergency about the value of the school, the educational relationship between teachers and students, the resumption of activities in attendance, the strike will also be an opportunity to denounce the numerous broken promises. of this government on the solution of the old problem of the overpopulated classes.

Just a year ago in the Pact for Schools, the Ministry of Education and Palazzo Chigi pledged to reduce the number of students per class (remember that in the province of Florence there are classes that even reach 31/32 students). None of this has been achieved, nor is it present in the government’s plans. half a point decrease in GDP, equivalent. to about 7 billion, citing the reason for the decrease in births and, therefore, students (phenomenon in fact very obvious: in the province of Florence alone in the school year 2022-2023 we will have two thousand fewer students in the classroom). ).

It is a bad position, which conflicts with any common sense logic: if students decrease and classes are numerically reduced, teaching benefits, learning improves, students achieve more and more advanced results and it is reduced. school dropout.

Obviously, for the Draghi government and Minister Bianchi, these are not the priorities, but only their economic compatibility remains.

The icing on the cake: the additional staff that has been essential in recent years to ensure the sanitation, surveillance and support of students (especially the youngest) will no longer be refinanced and we will no longer have them in our schools next month September; from now on, school officials complain that they will not be able to guarantee the opening and ordinary management.


On the occasion of the strike, workers in Florence will participate with delegations in the national demonstration in the Piazza Ss Apostoli in Rome, which will begin at 10.30, but other local initiatives created independently by groups of workers are not excluded.
